"We attribute this to a high level of organization of the elections. It is not our opinion but that of participants in the electoral process, voters who called," he said at the briefing of the regional election commission on Monday morning, March 19.

Alexander Sinyukov explained that the turnout in the rural areas of the Penza region was traditionally higher than in towns.

"The most active areas were Shemysheysky, Lopatinsky and Narovchatsky ones," the head of the regional election commission specified.

He added that the lowest turnout in the presidential elections of Russia had been registered in Penza and Kuznetsk.

"The city of Penza and the towns of Kuznetsk and Zarechny, where previously the turnout had amounted to less than 40% or slightly over 40%, this time showed the result within the range of 55% and 62%," Alexander Sinyukov said.

Commenting on the discrepancy of 0.4% between the turnout of 73.75% and the number of voted citizens of 73.71%, he noted than there were spoiled ballots and those taken out of polling stations.

"A person was issued a ballot, received it, put a signature, entered a booth, put the ballot in a pocket and left," Alexander Sinyukov explained the situation.

The chairman of the regional election commission emphasized that there is no accurate data on how many ballots were spoiled and how many were taken out.

In the previous presidential elections, which were held on March 4, 2012, the rate of voter turnout in the whole country amounted to 65.34%, in the Penza region – 68.13%.

According to the Central Election Commission, the turnout in 2018 amounted to 67.47% after processing 99.83% of protocols. The counting of votes continues.
