Analysts of the foundation the Petersburg Politics consider the protests of deceived construction investors in Penza and the dismissal of Valentina Breeva, head of the Solominsky village administration, to be the negative factors that affected the position of the Penza region in the rating of socio-political stability in March 2018.

Positive events included the signing of the decree of the Russian government to establish the advanced special economic zone Serdobsk.

The agreement between the region and Roskachestvo also played a positive role.

In addition, the region's position was strengthened by the opening of the tennis club Lion built at the expense of a private investor.

As a result the Penza region received 7.9 points, which is 0.2 more than a month before. This allowed the region to enter the group of regions with high stability.

The group of regions of the Russian Federation with maximum stability included those that received over 8 points.

The rating of the Petersburg Politics foundation has been published every month since autumn 2012. The rating assesses the level of social and political stability in all Russian regions, which is defined by foundation's experts on a scale from one to ten.

The regions in the rating are sorted by their degree of social and political stability as well as by their dynamics over the most recent month.
