In addition, the initiation of a criminal case against deputy minister of forestry, hunting and nature management of the Penza region Vyacheslav Lebedev, who was subsequently sent under house arrest, also had a negative effect.

Positive events noted by the analysts include the agreement of intent between the regional government and JSC ER-Telecom Holding, which provides for cooperation when implementing projects on the development of telecommunication infrastructure, digital economy and comfortable urban environment.

The tripartite agreement between the Penza region government, Damate Group and Rosselkhozbank on the construction of a plant for deep processing of turkey meat was also the centre of attention of rating compilers.

The Penza region rating in May equalled to 7.9 points. The region is still included in the group of constituent entities of the Russian Federation with high stability.

As it was reported before, the Penza region has been in this group for a year – since it left the group of regions with maximum stability in May 2017.
