"A few days ago Victor Rubtsov received an offer from head of the region Ivan Belozertsev to head the media holding," presenter of TV channel Express Yuri Kogunov said in the evening news on Tuesday, July 9.

Commenting his appointment on the air, new CEO of the TV and radio company shared his thoughts on why the Penza governor had entrusted him to manage the media holding.

"I was involved in information policy more or less in the previous place of work. I do not want to say that I am a specialist of the highest level but I understand and know quite something. I think that the fact that I was engaged in business projects, start-ups, crisis management and so on let Ivan Alexanderovich draw the conclusion that I can manage the TV channel Express and help the team," Victor Rubtsov noted.
