“I hereby decree to appoint Oleg Vladimirovich Melnichenko acting governor of Penza region until the person elected governor of Penza region takes office,” reads the decree “On Acting Governor of Penza Region”, which was published on the Kremlin website on Friday evening, March 26.

“The decree shall come into force on the date of its signing,” the text said.
