Press-conference on the new taxi law held in the press-center "PenzaNews"

Penza, 7 July 2011. PenzaNews. The Deputy Prime Minister of the Penza region, the Head of Industry, Transport and Energy Yuri Bykov named two principal innovations provided by the regional adopted law "On organization of passenger and baggage passenger taxi in the Penza region". There are the permitting system and the driving experience of at least three years.

During the press conference at the press center of the agency« PenzaNews »on Thursday, July 7 Juriy Bykov said: "The other provisions prescribed by in the law had already existed in various editions. I'm talking about the vehicle inspection and the daily medical examination of driver. In 2006 it was licensing, with the abolition of which we received a great number of illegal carriers ".

Yuri Bykov explained that the Penza region became among the first regions, where the changes come into force on 1 September 2011.

The Deputy Prime Minister of the Penza region said: "Thus, both the authorities and the carriers will have time to prepare for the new conditions".

The head of Traffic Police of the Russian Federation of the Penza region Sergei Buylov and the Head of department — the Chief State Inspector of the State Road Department of the Penza Region and the Republic of Mordovia Alexander Galdin also participated in the press-conference.

According to Sergei Buylov, the Traffic Police of the Penza region had been waited for this law, because it’s difficult to identify taxi on the road.

Besides journalists there were attended taxi-business owners at a press conference.

One of the most important issues was the question of the installation in vehicles taximeter and related costs.

Yuri Bykov said: "The installing of the taximeter will become a major deterrent to a sharp rise of the taxi service cost ". He noted that the cost of 1 km will be established after a careful study of the market.

It is planned that a special department will be created in the management of industry, transport and energy that will issue permits.

Yuri Bykov pointed out that the question about the control of traffic managers should be discussed too.

Summarizing results of the press conference, participants agreed that this innovation will help not only to increase the tax base in the region but also to secure passengers and other road users.
