Penza, 29 July 2011. PenzaNews. The judge of Octyabrsky district court of Penza Oleg Zhogin proposed to change procedure of excitation of criminal cases on tax crimes during a meeting of the president of Russia Dmitry Medvedev with judges which took place in Gorki near Moscow on July, 26th.

Oleg Zhogin said: "It is offered to initiate such cases only after the decision of tax department. Such decisions are self-sufficient, their legality and validity can be checked up under the complaint of the tax bearer in Arbitration court. The situation when tax department has no claims to the tax bearer is abnormal or the Arbitration court recognized the organization not guilty of a tax offense, and criminal case concerning the head, the chief accountant goes the turn".

According to Natalia Bychenkova the Press Secretary of the Penza regional court, the president listened to all suggestions attentively and said that some of them may become the provision of law.
