Oleg Volodin said: "There is no uniform concept of parking evacuation in Penza"

Penza, 5 August 2011. PenzaNews. The head of the center of traffic organization in Penza Oleg Volodin said: "Center of traffic organization in Penza is capable to evacuate from city streets only 30 cars a day that could improve the situation with incorrectly parked transport, however absence of the uniform concept of the given work interfered by and interaction with traffic police resist it".

Oleg Volodin said: "The first evacuation of the car to the pound was organized in February of this year then it was convinced that we are capable to make this process without tresspass to a vehicle".

He added that the most frequent infringements leading to evacuation are driving in a condition of alcoholic or narcotic intoxication and infringement of rules of stop or parking.

Oleg Voloding said that evacuation was a difficult legal mechanism.

Oleg Volodin said: "It is necessary to invite understood, to fix the fact of infringement by photo- and video fixing means, to make the delivery-acceptance certificate and to make loading directly. All these actions take not less than 1.5 hours. It's of course easy to employees of traffic police to make 10 reports of infringements of high-speed mode, than to be engaged in evacuation".

He said: "This year all parking evacuation was only our initiative. Employees of traffic police do not work purposefully according tp item 12.19 of Administrative Offences Code of the Russian Federation. I can go to a call center, elicit inspectors who will make reports, but  the concept and political will should be there".

According to Oleg Volodin, vehicle carriers take 4 - 8 cars from the streets to the pound daily in various districts of the city.
