Penza, 22 August 2011. PenzaNews. Day of national flag is celebrated in Russia on August, 22nd. This day a solemn automobile race will take place in Penza. 100 cars will pass the central streets of the city to Drama Theater where the performances of Penza creative teams are planned to be organized.

It is expected that participants and visitors of the action will get symbolical ribbons of colors of national flag of Russia.

According to the TV reporter Dmitry Kulikov, the flag of three colors was ran up over a building of the Executive Committee of the City Soviet of People's Deputies (now — a city administration building) on August, 22nd, 1991 for the first time — after some hours of the announcement on the central television and radio about the change of the state symbol.

Dmitry Kulikov said: "Many people believe incorrectly that for the first time the white-blue-red flag was lifted on August, 22nd, 1991 over a building of the Penza regional executive committee, and nowadays the government of the Penza region. Actually for the first time the flag appeared over a building of the Executive Committee of the City Soviet of People's Deputies, Feodor Dubinchuk was the head of it, a person who had very progressive political views that time. And Anatoly Kovljagin who never supported Boris Yeltsin's policy was the head of administration of area. I think, that this fact explains the resistance which reigned within the precincts of regional executive committee. And throughout next years, Penza was included in so-called "red belt" regions where influence of communists was strong".

As he said, it was known before the official announcement on August, 22nd, that the red Soviet flag would be changed but white-blue-red flags didn't appear in the city before.

"I remember that I personally felt pleasure and delight simultaneously when I saw new Russian flag over the Executive Committee of the City Soviet of People's Deputies. I as the journalist of "9 channel" was interested in the fact who, where and when sewed this flag. It appeared that it was made in studio "Berezka"— in a building where now there is a shopping center "Bolshaya Medveditsa" in Kirova street. Television cameraman Michael Povzner and I went there having taken the most advanced video camera which recorded in format VHS and had a meeting with the women of the sewing shop. Surprisingly that flags — only three pieces — were sewed from different "grades" of fabric and looked not so presentably, as modern Russian flags. But it was not the main thing at that point in time. The main thing is that they were sewed for one night and free of charge. One flag was made for the Executive Committee of the City Soviet of People's Deputies, the second one - for the regional administration. The third flag was left in the sewing shop as a symbol of new epoch. But I also would like to have such flag and I asked them to present one flag to me. I brought it to the office of broadcasting company "9 channel" and we showed it to TV audience and since that day we had three-colored flag as a symbol of the forth power.
