Penza, 24 August 2011. PenzaNews. Thanks to the process of modernization of the educational system, average salary of teachers of the Penza region increased by 70 %. The Minister of Education of region Svetlana Kopeshkina said about it during the meeting with journalists at the press center of news agency "PenzaNews" on Wednesday, August, 24th.

Svetlana Kopeshkina said: "Modernization process started in April, 2011. During three years it is expected to buy different equipment for the sum almost 2 billion rubles to improve the educational process. Besides, every year almost 3 billion rubles in the form of a subvention will be spent for the salary of teachers".

Speaking about the salary of teachers, she said that stimulation fund is increased by 30 % in the Penza region.

The minister said: "Not every region can make boast of such figures and we had a possibility to spend much money to support talented teachers and to leave "one-size fits all" approach".

She said that administration of the educational institution should not take part in the process of making the decision of stimulation.

Svetlana Kopeshkina said: "The personnel will estimate the teachers. Since December, experts of the ministry visited all areas of the region and explained teachers the procedure of it and also give some model documents. The main thing is that it's not necessary to collect superfluous documents for extra charge of 2 thousand rubles. For example, if I work with parents, I hold meetings, holidays, I will organize dialogue of the busy parents and their own children and I apply for encouragement of this activity, I should just give the results of survey or video recording".

According to the minister, the main thing in this work is the priorities of every definite school.

Svetlana Kopeshkina said: "Our slogan is "Penza school faces reality". Last academic year we studied reality well, saw the problems and today before the beginning of new academic year we say that it is necessary not to train the child but and to develop his independence. The child of "object — subject-teacher" relations passes to "subject — subject" relations. New educational standards proclaim it".

According to her, the main thing is to consider new educational standards.

The minister said: "We are glad, that all innovations will be fixed legislatively thanks to the new law. For example, any teacher of any grade must have basic knowledge of information technology to pass promotion examination".
