Penza, 26 September 2011. PenzaNews. The governor of the Penza region Vasily Bochkarev criticized the procedure of acceptance of repaired buildings and new houses, buildings of culture establishments and public health services in the regional center and in the areas of the region.

During the operative meeting in the region government on Monday, September, 26th, Vasily Bochkarev said: "There is a strange tendency to carry out acceptance of civil work before their end. Houses have many unfinished work. People move to new apartments and then the problems appear at once. The same situation is in the repaired houses: a roof has just been repaired and it has already started to leak again. But the heads of municipalities accepted all works, signed all documents and sleep easily".

According to the governor, the heads of the areas frequently do not visit socially important objects and have no idea about design-budget documentation.

Vasily Bochkarev said: "I charge the first deputy of the chairman of the government Nikolay Ashcheulov to explain the scheme of preparing of design-budget documentation and the procedure of acceptance of new and repaired buildings to the heads of areas and municipalities".
