Penza, 4 October 2011. PenzaNews. The governor Vasily Bochkarev visited three central regional hospitals in the Penza region on Tuesday, October, 4th. The purpose of his trip was to estimate the activity of local authorities and head physicians of medical institutions on realization the modernization program of public health services.

The head of region criticized the small percent of absorption of money allocated from the federal budget for carrying out the major repairs, creation of local computer networks, new medical equipment and introducing federal standards of medical aid service.

The central hospital of the Gorodishchensky area became the first one in governor's inspection trip. The total cost of major repairs was more than 12.5 million rubles there. Now contract organization executed works only for 983 thousand rubles. The repairs should be completed on November, 1st, 2011.

During the meeting with the employees of the central regional hospital Vasily Bochkarev said: "We didn't invest such financial assets in any other branch as in public health services. And the head physician, first of all, is responsible for comfortable conditions and worthy salary of medical staff and qualitative medical aid of patients".

Besides, the governor criticized that the migrants from Central Asia was hired for repair work in hospital while the considerable number of the population of Gorodishchensky area is unemployed.

During dialogue with the patients of Bessonovsky central regional hospital Vasily Bochkarev reminded that patients shouldn't buy syringes and systems as their cost is included in the system of obligatory medical insurance.

The governor underlined, that because of inadequate quality of medical aid service and corruption in central regional hospitals countrymen frequently prefer to get treatment in regional clinics. He said that one of priorities in activity of head physicians of the Central Regional Hospital is organization of electronic document circulation and electronic queue for of the patients.

During the conversation with the representatives of mass media of Mokshansky area Vasily Bochkarev declared: "However first of all we should staff the hospitals with highly skilled experts and introduce federal standards".

He has noticed that personnel hunger and low qualification in medicine is marked not only in medical institutions of the Penza region, but also in many other regions of Russia, including the capital.

The head of the region paid special attention to the preparation of premises for the subsequent installation and installation of the new equipment arriving within the limits of the program.

Vasily Bochkarev said: "Unfortunately, often it turns out so that modern equipment is supplied to the region and there is no place to put it or there is nobody to work on it and the equipment doesn’t work".

The head of region said: "The most important thing is to use allocated money on purpose and I will contol it. After modernization the system of public health services in the Penza region should improve".
