Penza, 6 October 2011. PenzaNews. Some residents of the Penza region applied to the regional government of informatization with declarations that they refused the universal electronic card which is planned to be released in January, 2012.

During the press conference on Wednesday, October, 5th the head of department of information of the Penza region Alexander Antonov said: "Often the citizens bring the same applications but with different surnames".

The main reason of refusal to get a card is the reference to impossibility of replacement a name of orthodox person to an identification number.

Alexander Antonov said: "It is wrong, because the card is not the document, and existing documents will be also used. The card only stores the information on documents and gives an access to get the state services in electronic form not wait in queues. it's possible to order the service by means of a universal card staying at home".

The head of the department of informatization said: "People demand to destroy their cards but the cards haven't been let out yet. Certainly, we collect the applictions but people refuse cards which haven't existed yet".

Alexander Antonov said: "The main reason of refusal is "Replacement of a name with an identification number and this number is connected with a code "666" and it's an insult of religious feelings". I want to declare that the numbers of cards will not contain figures 666".
