Penza, 10 October 2011. PenzaNews. Governor Vasily Bochkarev offered the head of administration of Penza Roman Chernov to organize the commune of vagabonds and to solve the problems of homeless persons.

During the operative meeting in the government on Monday, October, 10th the head of region said: "I give the commission to think over step-by-step program to eliminate such phenomenon as vagabonds in Penza. You should talk to the heads of administrations areas and unite this category of citizens in cooperative society, create a commune".

The governor asked Roman Chernov to make a report about the results of work during the operative meetings weekly.
