Penza, 19 October 2011. PenzaNews. Penza took the 44th place in an integrated rating of hundred largest cities of Russia. This rating list was presented at the tenth all-Russian forum "Strategic planning in regions and cities of Russia: resources for development" on Tuesday, October, 18th. The union of architects of Russia and institute of territorial planning of "Urbanika" worked out the criteria of city rating, almost equivalent to good correlation of price and quality — correlation of quality of the city environment and the cost of life for townspeople.

Quality of the city environment include such factors as transport conditions, ecological and natural well-being, safety of habitation, level of safety and convenience of the city. The life cost is the correlation of the average salary and consumer's basket price, expenses on housing and communal services fee, availability of rent and acquisition of habitation and other.

First three places were taken by Surgut, Tyumen and Krasnodar, but Makhachkalaha is the worst one. Khabarovsk and Cheboksary are also at the 44th together with Penza city.
