Working group on vagrancy liquidation will be organized in the Penza region

Penza, 24 October 2011. PenzaNews. The governor of the Penza region Vasily Bochkarev charged to the members of the government of region to organize a working group which will prosecute legal subjects of deportation for limits of the regional center of persons without a certain residence. The working group will be headed by the head of administration of Penza Roman Chernov and the deputy minister of public health services and social development of region of Ljubov Shubenkina.

During the operative meeting in the regional government on Monday, October, 24th Vasily Bochkarev said: “Besides, it should include the representative of human rights Svetlana Pinishina, members of Public chamber and the representatives of migratory service”.
The governor criticized the situation in Penza and underlined that Roman Chernov does nothing to liquidate vagrancy.
Vasily Bochkarev said: “City officials, police and Ministry of Health reconciled to existence of such social phenomenon, as vagrancy. We need to take out these people to their municipal areas. I suggest allocation of financial assets from the regional budget to deal with this problem seriously”.
According to Roman Chernov, now there are 573persons without a certain residence in Penza, 90 % of them are people of active working age.
The head of administration of Penza said: “On October, 20th we organized a check on revealing tramps. Ten persons of 17 agreed to work on available vacancies, however, only 2–3 persons as usual will get these workplaces”.
Besides, he informed that the heads of regional administrations the letters with recommendations to hold explanatory work actively and make tramps to join cooperative societies.
“It is necessary to involve noncommercial organizations in solving the problem of vagrancy more actively”. Vasily Bochkarev gave the commission and informed next week he will discuss this problem again together with the representatives of law enforcement bodies.
