It is planned to create the independent center of testing of bachelors in Penza

Penza, 10 November 2011. PenzaNews. Federal Service for Consumer Rights Protection and Human Welfare plans to create a number of independent test centers where the state total certification of bachelors will be hold. The first centers are planned to be opened in three regions: Penza, Ulyanovsk and Irkutsk regions.
According to the rector of the High school of economy and the chairman of the commission on development of education of Public chamber of the Russian Federation Yaroslav Kuzminov, bachelors will pass a complex examination which is based on six subjects included in kernel of any baccalaureate program.
Thus in a magistracy rector of the High school of economy considers that an independent test center will be useless as there are a great number of Master's programmes.
Yaroslav Kuzminov said: “Dissertations of masters should be presented on sites of high schools and can be checked through the system “anti plagiarism”.
The Minister of Education of Russia Andrey Fursenko estimated the idea of test centers positively.
Andrey Fursenko said: “Present state examination isn’t valid to check the received knowledge properly. Certainly, we don’t mean Unified State Examination for the bachelors, however the independent estimation of graduates of high school is really necessary”.
According to “The Moscow news”, the minister added that the system of an independent estimation has been developing actively in high schools of five branches — nuclear and petroleum industry, aircraft, IT and restaurant business.
