The president of the fund “AntiAIDS” the chairman of social council at the Federal Service for Execution of Punishment of the Russian Federation in the Penza region Sergey Oleynik commented on the initiative of the governor Vasily Bochkarev to create a special asylum for homeless people.

According to Sergey Olejnik, to create an effective system resocialization of homeless persons it is necessary to understand that drunkenness and a drug addiction are the most popular reasons to leave families and become vagabonds. The same phenomena also become the reason of many crimes. Gangsters-recidivists will not go to a new asylum because the police is engaged in their resocialization”.

In the interview to the Agency of the social information Sergey Oleynik said: “So, resocialization of vagabonds depends on the effective system of treatment and rehabilitation of drug addicts. Bright leaders, former addicts, convicts, alcoholics who made the decision to devote their lives to help the people who have a trouble which they managed to overcome should be involved in the process of resocialization. Usually groups of anonymous alcoholics and addicts become the basis of this work. There isn’t such official and constant working group in the Penza region now”.

The president of the fund “AntiAIDS” has offered to involve street social workers of the program of decrease of the harm from not medical consumption of drugs in rehabilitation work. As he said, such scheme works in many Russian regions.
