Penza, 21 November 2011. PenzaNews. The deputy minister of culture of the Penza region Kirill Zastrozhny was fined for driving without driving license.

The deputy chief of the department of traffic police of the Ministry of Internal Affairs of Russia in the Penza region Vladislav Penzin said: “We got an application from the resident of Penza, demanding to bring the deputy minister of culture to administrative responsibility for infringement of traffic rules who was driving the car without safety belt. There was a programme on one of the Penza TV channels, devoted to Kirill Zastrozhny’s anniversary. The deputy minister gave interview in the car and was driving it without safety belt”.

As he said, during the check it was found out that Kirill Zastrozhny had no driving license and had no right to drive the car.

Vladislav Penzin said: “Kirill Zastrozhny got two penalties. He got 2 500 rubles penalty according to part 1 article 12.7 of the Criminal Code of the Russian Federation “Driving the vehicle without driving license” and 500 rubles penalty according to article 12.6 of the Criminal code of the Russian Federation “Driving the vehicle without seat belt fasten”.

The deputy minister of culture of the Penza region Kirill Zastrozhny confirmed the news agency "PenzaNews" that he was brought to administrative responsibility, however he underlined that he hadn’t been arrested by the inspectors of traffic police.

Kirill Zastrozhny said: “GTRK “Penza” decided to congratulate me on the 60th anniversary and release the programme on TV channel. I really operated the car, without seat belt fastened. It seemed outrageous to someone and he applied to the traffic police. I agree with this decision and I’m not going to litigate it".
