Penza, 22 November 2011. PenzaNews. Auction on rendering services of catching, transportation, euthanasia and the further use of neglected animals on the territory of Penza, which was initiated by housing and communal services didn’t took place due to absence of applications. The initial ceiling price of the contract was 10 607 925 rubles. The given sum provided expenses for catching more than 3.8 thousand neglected animals, their transportation, castration, sterilization, euthanasia and burial place.

Thus on Tuesday, November, 22nd, in Pervomaisky district court of Penza it was planned to hold the third session under the claim of Office of Public Prosecutor on cleaning municipal unitary enterprise which had been accused of illegal destruction of dogs by poisons.

Galina Pavlova was the initiator of the case. She is the head of the animal protection fund “New ark” and she has been calling the city authorities for many years to organize the shelter for animals in Penza.

Earlier the welfare fund of protection of animals “New ark” developed the project “Positions about an order of catching, sterilization, keeping and the further use of neglected animals on the territory of the Penza region”.

According to Galina Pavlova, for its realization it’s necessary to allocate the ground areas for building of the shelter for overexposure and quarantine of neglected animals not only in Penza, but also in other municipal subjects.

She said: “City authorities exposed on auction the ground area near Sever district. I have been dreaming about this ground area for three years. It costs much money. Where shall I take such sum to participate in auction?”

Besides, according to Galina Pavlova, 3.8 thousand animals is unreasonable number as any of interested departments didn't carry out corresponding monitoring of the number of homeless dogs.
