Vasily Bochkarev said: “The main law of the country gives the real rights and freedom to the citizens, provides the development of modern democratic state and formation of the civil society”.

He is confident that consecutive realization of the creative potential of the Constitution will help to confirm the status of Russia as modern world prospering power to make the life of the citizens worthy.

The current Constitution of the Russian Federation was adopted by national referendum on December, 12th in 1993. Russia's constitution came into force on December 25th in 1993, at the moment of its official publication.

Constitution Day of the Russian Federation was proclaimed as the public holiday according to the decrees of the president of Russia “About the public holiday on December, 12th” and “About the Constitution day” in 1994.

The constitution day of the USSR had been celebrated since 1936 till 1977 on December, 5th. Then the holiday was celebrated on October, 7th, when the new constitution of the USSR” Constitution of the developed socialism” was adopted.

On December, 24th, 2004 the State Duma of the Russian Federation has approved of the amendment to the Labour code of the Russian Federation, Russia changing a celebratory calendar. In 2005 the Constitution day has been ranked as memorials of Russia and has ceased to be the day off.

During the existence of the Constitution of the Russian Federation has once been changed. Three years ago the term of appointment of the president and the State Duma of Russia was increased up to six and five years accordingly.
