Penza, 14 December 2011. PenzaNews. The ministry of the regional development of the Russian Federation estimated the work of executive authorities of the federal subjects of the Russian Federation according to the results of preparation for a cold season of 2011-2012. The Penza region took the 70th place in Russia.

The Yamal-Nenets autonomous region, Republic Bashkortostan, Moscow, Tambov and Vladimir areas became the leaders. Outsiders recognize the Republic Sakha (Yakutia), Karachaevo-Circassian Republic, the Magadan, Tver regions and Jewish autonomous region.

Default of planned targets of the preparations for a cold season, creation of stocks of fuel and material resources for liquidation of the emergencies by November, 1st, 2011; failure to provide all demanded data; the biased data presented by subjects; reception of passports of readiness for the heating period of available housing and heat supplying organizations less than 100 %; the debts for earlier consumed fuel and energy resources became the main factors which influenced the estimation.
