First video cameras to be mounted on Penza polling stations in February

Penza, 1 February 2012. PenzaNews. OJSC “Rostelecom” will mount the first hardware-software complexes for video observation of voting procedures and counting of votes on presidential elections in the Penza region in February, 2012. “Hardware-software complexes for video observation on polling station consist of two video cameras, a source of power supply, a set connecting wires and computer with the necessary peripheral equipment. All components of the given complex were chosen after special quality and reliability tests. The first part of equipment will be supplied on January 29,” company press-service said.

According to the Central Electoral Committee, video observation will be on all polling station, except mobile and closed stations in hospitals, sea and river crafts, military units and other regime objects.
“The equipment will be mounted so that secret of voting was not broken. One camera goes on places of delivery of ballots and work with lists of voters. The second camera shows stationary and portable ballot-boxes and also places of repayment unused and calculation of used ballots,” the press-service informed.
“Rostelecom” signed supply agreements with Russian companies “SITRONICS” and “Kraftway”.
“1 134 stations will be equipped by January 31, 2012 in the Penza region,” press-service said.
As it was reported earlier, in January, 2012 “Rostelecom” began preparation of telecommunication infrastructure for the Internet translation from polling station organization. Expansion of the main communication channels and access networks, increase in throughput operating or creation new “last miles” to polling station must be done In the Penza region.
According to the order of the government of Russia, OJSC “Rostelecom” became the unique service provider on the organization of Internet translation of voting procedures and counting of votes during March presidential elections of the Russian Federation.
It is planned that video observation system will capture 91.4 thousand local election committees and provide 25 million users connection and 60 thousand simultaneous viewings of one camera image.
