Penza, 15 February 2012. PenzaNews. Head of Department of Housing and Communal services of city Alexey Agafilov and chairman of welfare fund of protection of animals “Novy Kovcheg” Galina Pavlova discussed the possibility of social council creation to solve problems of keeping homeless animals and pets in the territory of Penza.

According to the officials, the social council should unite citizens, representatives of public organizations, public authorities and local government for solving one of actual problems of the city.

“The social council can be engaged in ecological policy realization to solve environment protection problems, develop institute of public ecological control and work out recommendations for solving problems in sphere of ecology and wildlife management,” said the press-service of Department of Housing and Communal services of Penza.
