Penza, 29 March 2012. PenzaNews. Deputies of the Penza municipal duma discussed the text of the address to the minister of regional development of Russia Victor Basargin about the change of the payment for utilities for some categories of the citizens.

"In order to stimulate the certain categories of the citizens for energy saving it is offered to increase repeatedly tariffs for utilities for those who didn't have a water counter in the apartment," mayor Ivan Belozertsev reported during the meeting on Thursday, March 29.

He explained that the group of veterans of the Great Patriotic War living in Krasnaya Street came to his reception and told about essential overpayment for not used utilities.

"Some residents of this house pay utilities according to individual counters data, others pay according to tariffs. There are no counters in some apartments, they receive numerous amount of guests, guest workers or students who spend municipal resources in a large number. On the system existing today, the residents of the house should all pay an excessive consumption of water," the mayor told.

In his opinion, such practice infringes upon interests of those owners of housing who use of resources rationally and economically.

The address text for discussion is submitted for sessions of the Penza municipal duma which will take place on Friday, March 30.
