Penza, 10 April 2012. PenzaNews. Acting head of department of housing and communal services of the Penza region Yury Ilyin suggested inhabitants of the region a model choice according to which work of fund of major repairs of apartment houses will be organized.

“Now the package of bills which prolong activity of Fund of assistance to reforming of housing and communal services till the end of 2015 is brought in State Duma, fix that since 2013 of program of major maintenance won't be paid at the expense of means of the federal budget and as following from this, change Housing code, entering concept of “regional fund of major maintenance” and the offer on its creation,” reported Yury Ilyin in “LiveJournal” blog.

He emphasized that the law making amendments to Housing code, has frame character, “that is simply fixes at federal level a certain concept, subjects of the Russian Federation” will already fill which with sense.

Yury Ilyin gave three models of regional system of major maintenance of apartment houses which are based on collection of payment or expels of premises’ owners for capital repairs.

“It would be desirable to hear opinion of people, especially desired major maintenance, what your relation to offered legislators to problem solutions. Also it is desirable, that your opinion was developed, and also didn't contain slogans, insulting for the state. I ask about it because itself I have the ambiguous relation to proposed measures and also because the bill didn’t get rough support neither at parliamentary hearings, nor at hearings in Public chamber Russian Federation,” informed acting head of department of housing and communal services.
