Electronic means of tracking applied for 38 convicts in Penza region

Electronic means of tracking, which include an electronic bracelet and mobile or stationary control device with a sim-card, are applied for 38 persons sentenced to penalties not involving custodial restraint in the Penza region. This was announced by Deputy Head of the FPS in the region, Yuri Semenov, at a meeting of public council at the office on Friday, June 15.

He explained that such a measure restricting freedom should be applied in cases where the convicted person is not allowed to leave the area or place of residence within the borders of a particular municipality.
“The measure is applied by setting an electronic device, a bracelet, on the ankle for men and the wrist for women, it’s owner is not to separate the bracelet and a mobile control unit, because if they are at a distance of over 5 meters, the stationary monitoring center, based in every inspection, receives a signal. The stationary control device looks like a home phone. It is powered from the AC outlet, and the maximum distance it covers is 100 sq. meters, or the average size of an apartment. If the convicted person commits an attempt to leave their place of residence or to remove the bracelet, we receive a signal,” explained the head of the FGI “Criminal executive inspection” FPS of the Russian Federation in the Penza region Igor Korshunov.
According to his words, in case of violations they have a talk with the convict and he receives a warning. If violations are numerous, it can be replaced with an actual imprisonment.
“Since the introduction of electronic means of tracking in the Penza region we have detected 35 suchlike violations, 10 convicts received additional restrictions, and one convict persistently neglecting the law was sent to a colony-settlement,” informed Igor Korshunov.
He noted that the cost of a mobile control device is 160 thousand rubles, a stationary one is 180 thousand rubles, and the bracelets are made in three different sizes and are fully sealed and safe for health.
“In case of loss or damage of this equipment by the convict we shall initiate administrative proceedings to recover the damage caused to the state,” concluded Deputy Head of the Federal Penitentiary Service of the Penza region, Yuri Semenov.
