Penza, 18 June 2012. PenzaNews. Deputies of the Penza City Duma held a field meeting of the permanent commission. During the meeting they inspected the quality of construction and utilities of the new housing complex called Raduga located in Dolgorukov Street which includes seven multistorey apartment buildings built as part of a federal program aimed at relocating people from crumbling, hazardous houses.

As the press service of the City Duma told news agency “PenzaNews,” the deputies assessed the construction project as an effective combination of price and quality and noted that one of the main requirements for accepting facilities into operation, which is completed interior finish, was met.

Head of the city Ivan Belozertsev turned the attention of the representative of the contracting organization to the similarity in the location of utility lines in these apartments and in the houses of “Malakhit” housing complex in Akhuny, where condensate is generated because of the vicinity of hot and cold pipes which results in rising humidity in the apartments.

“In Akhuny as a result of such [architectural] design the residents have become prisoners of the situation and have appealed for help to the deputies and municipal executive bodies which now have to hold negotiations with contractors in order to make them correct the defects,” Ivan Belozertsev noted.

He added that it is planned to relocate 354 families from crumbling, hazardous houses in the near future.
