Penza, 9 July 2012. PenzaNews. Governor Vasily Bochkarev gave a critical evaluation of unethical and immoral behavior of the head doctor of Penza Regional Oncology Center, Vladimir Smirnov. As previously reported news agency “PenzaNews,” in June 2012 Vladimir Smirnov was stopped driving intoxicated, a protocol on an administrative offence was compiled on the case.

At the meeting on the quality of medical service in the Penza region, held in the form of a video conference with the heads of administration of municipal districts on Monday, July 9, Vasily Bochkarev repeatedly asked Vladimir Stryuchkov the Minister of Health and Social Development of the region to inform him whether Vladimir Smirnov was dismissed.

“Since the incident up to date, Vladimir Smirnov is on vacation. The statement about his resignation is on my desk. He shall not come to work again,” answered the minister to the third inquiry of the governor.

Vasily Bochkarev also expressed the view that regional representatives of the Ministry of Health should not develop “brotherly relations” with subordinates.

“At the end of 2011 the Ministry of Health and Social Development should get low estimate because the minister does not supervise head doctors properly. Penza hospitals were transferred from the municipal to the regional authority six months ago, but there is no improvement. Brazen head doctors should be dismissed with disgrace,” declared the head of the region.

Vasily Bochkarev instructed Vice-Governor Vyacheslav Satin, supervising health sector in the Penza region, to get control over the situation.
