Penza, 6 August 2012. PenzaNews. Governor Vasily Bochkarev believes that one of the most important reasons of improvement problems of Penza is the lack of skillful designers.

“We have no qualified professionals who could design a comfortable house to live in, so that people could have everything they should have on the territory belonging to them. And this should be preplanned in the documentation,” underlined the head of the region during a meeting with representatives of housing and education of the Penza region on Monday, August 6.

Vasily Bochkarev does not exclude the possibility that this kind of housing may increase in value.

“Yes, it may be more expensive, but we should not repeat the mistakes that have been made previously. We are indignant at old Soviet buildings and want comfortable, well-planned, modern housing to become Penza wealth,” summed up the governor.
