Penza, 7 August 2012. PenzaNews. Penza authorities are planning to develop a nature conservation program. Municipality officials have already been instructed by the governor of the Penza region Vasily Bochkarev.

“I asked the head of Penza Ivan Belozertsev to create a program of nature conservation for every street, according to which every homeowner should be introduced to environmental regulations and front yard maintenance,” reported the head of the region during a press conference on Monday, 6 August.

He also noted that by now the Penza region has not been introduced to the practice of “natural” education.

“The improvement problems are partially the fault of the government, and representatives of civil society, and the media. We do not fight to alter people’s consciousness, to teach them the right attitude. If you reprove a person, who throws trash, you may receive a lot of unpleasant remarks in your face, which nobody fancies. We need a professional discussion with the society,” summed up Vasily Bochkarev.
