Over 1,3 billion rubles are lack to finish the construction of new buildings of Philharmonic, and cinema and concert hall in Penza for the celebration of the 350th anniversary of the regional center. This was announced by the governor of the Penza region Vasily Bochkarev, while reporting on the status of the construction to Presidential Plenipotentiary Envoy to the Volga Federal District, Mikhail Babich at a meeting on Wednesday, September 12.

“Money was supposed to come from the federal budget, however, in January it was adjusted, and 1 billion rubles were removed,” noted Vasily Bochkarev, explaining that the total budget of the construction of cultural facilities, reconstruction of the road network, construction of the bridge and other activities for preparation for the 350th anniversary of Penza, is 11,616 billion rubles, 8 billion rubles of which are federal money.
In addition, he informed Presidential Plenipotentiary Envoy of the problems during the reconstruction of the former Palace of Culture.
“A part of the object collapsed during the reconstruction, so it was decided to completely demolish the old building and design the new one within the existing budget,” the governor said.
In turn, Mikhail Babich underlined that the main objective of the meeting should be identification of all the arisen problems, and search of solutions.
“The upcoming anniversary of the city allows concentrating certain resources in the region, and trying to implement long-term plans and finish protracted constructions. After the meeting, we will report to Dmitry Medvedev, what needs to be done, what we can do and what we cannot, and thus give a boost to the development of the city,” stated Presidential Plenipotentiary Envoy to the Volga Federal District.
