As news agency PenzaNews previously reported, according to Art. 12 of tournament regulations, the club was to provide a list of documents, confirming its competence, and ability to provide all the necessary conditions for holding hockey matches. However, this condition was not fulfilled and the Higher Hockey League refused to consider the submitted documents.
Later, Penza professional Hockey Club Diesel was allowed to participate in the championship of the Highest Hockey League 2012–2013 conditionally. If the club does not submit financial guarantees in the proper amount by September 30, it will be penalized up to the exclusion from the championship.
