Vladimir Stryuchkov: Personnel outflow from health care reached 70%

Penza, 26 September 2012. PenzaNews. Problems of personnel medical training and their return to the hospitals after graduation were announced by the Minister of Health and Social Development of the Penza region Vladimir Stryuchkov during the regular session of the Legislative Assembly of the region on Wednesday, September 26.

“This is a major problem. Young people study, do their internship, graduate, but do not work in this field. In 2008–2009 the outflow of physicians was 38%, while in 2011 it rose to 70%,” Vladimir Stryuchkov pointed out. It is necessary to adopt regulations at the federal level that would compel medical graduates to work according to their specialty.

“In Nizhny Novgorod young specialists are provided with cars, in other regions — apartments, houses, and additional payments,” the Minister said.

“We are currently discussing the possibility of hospital-based internship. For example, in Penza 187 young specialists are willing to try it, but they were divided: 50 people in Moscow, 40 — in Saratov, 40 — in Samara, and the rest — in Penza. This is clearly a wrong decision. It turns out that they got a diploma, and have their internship based on the same institutions of higher education. This causes difficulties. Young people meet various changes in life, and they ask for detachment,” Vladimir Stryuchkov said. The same problem exists in all regions, and thus requires a solution at the state level.

“Currently the state job training requirements come directly to the universities. I believe that staffing, requirements of specialties, and allocation of specialists should be a responsibility of an executive body of the federal entity. How can a dean in Samara or Saratov estimate the number and quality of doctors wanted in Penza?” the Minister noted.

“If the federal entity is given money through the federal government, and the entity requires specialists in specific institutions, I think it would have been absolutely right. When we get this responsibility, we shall watch our specialists we are sending as they learn, and thus we shall have the notion of who we get afterwards,” Vladimir Stryuchkov concluded.
