Penza, 29 October 2012. PenzaNews. The member of the Legislative Assembly of the fifth convocation of the Penza region Alexander Gulyakov was appointed a director of Pedagogical (Teachers’ Training) Institute named after V. Belinsky. According to the Head of Public Relations of the Pedagogical Institute Natalia Tolkacheva, the corresponding order was signed by the rector of Penza State University Vladimir Volchikhin on Monday, October 29.

“Today Alexander Gulyakov was presented to the university employees in the new position,” she noted.

Agency interlocutor explained that the position of the Director of Pedagogical Institute was initiated in connection with the reorganization of Penza State University, when Pedagogical Institute was attached to PSU as a structural unit.

“The director will be responsible for the overall management of the institute. Among the short-term issues are questions related to the reorganization of the faculty,” Natalia Tolkacheva added.

Alexander D. Gulyakov was born in Barancheevka village, Bednodemyanovsky (Spassky) area of the Penza region on April 22, 1956.

From 1974 to 1976 he served in the Soviet Army on Sakhalin Island, then was employed by the Ministry of Internal Affairs.

In 1983 he graduated from the law department of the Police Academy of the USSR, in 1995 he finished post-graduate course of the Police Academy of the Russian Federation with PhD degree in Law.

In 1992 he was appointedm a chief of the area police department in Bednodemyanovo, the Penza region.

He completed his service in the police as a head of the regional police department.

From 2007 to 2012 he had been a Chairman of the Legislative Assembly of the Penza region.

He was awarded the order “For merit to the Fatherland” II degree, an Anniversary Medal “200 years of the Ministry of Internal Affairs of Russia,” three medals of the Ministry of Internal Affairs of Russia for the length of service, was presented with personal gun, the order of “Honorary Officer of the Ministry of Internal Affairs,” as well as the order of Holy Prince Daniil of Moscow.
