According to the PR-director of “Medialogia” Nadezhda Zhukovskaya, the rating was based on the index of quality of the information field formed by the media around the person.

“The greater the index is, the brighter and more positive the person is presented in the media,” she said, adding that about 10 thousand sources — television, radio, newspapers, magazines, news agencies and electronic media — were analyzed while preparing the rating list.

According to the agency interlocutor, the index was calculated with respect to the influence of the source of information, the nature of information about the person (positive, negative, neutral), his role in the text (main or episodic), and presence of direct or indirect speech relating to the person.

“As of the end of October, the media-index of Yuri Alpatov is 3,05. At the same time, the index of the head of Samara Dmitry Azarov, taking the top of the rating list, amounts to 178,57, the head of Nizhny Novgorod Oleg Sorokin taking the second place — 133,15, and the head of Kazan Ilsur Metshin, occupying the third place — 128,80,” explained Nadezhda Zhukovskaya.

She noted that according to the information-favored index Yuri Alpatov was outstripped by the head of Perm, Ulyanovsk, Ufa, Izhevsk, Saratov, Cheboksary and Saransk.

As reported earlier, Yuri Alpatov was elected the head of Penza on October 26, 2012. Previously, he was the Deputy Chairman of the Penza City Council.
