Penza, 9 November 2012. PenzaNews. The court invalidated a maternity (family) capital certificate issued to the resident of Bessonovky area, the Penza region in connection with the birth of her second child.

“After the birth of her second daughter in 2012, the gypsy who submitted a corresponding statement to the Pension Fund of Russia in Kuznetsk and Kuznetsky area, was granted a maternity certificate. However, later the audit of the Pension Fund of Russia established that the first child of the woman was not registered in accordance with the law — the birth certificate issued in the name of the girl was not registered in the office,” reported the press service of Bessonovsky area court.

According to the investigation, the gypsy delivered her first child at home, and the medical certificate was not issued. “Shortly after the birth of her daughter she left the previous place of residence, leaving the child to her mother-in-law, who received the child’s documents from the gypsies,” explained the court.
