This opinion was voiced by the head of the governor’s staff department and the government of the region Viktor Rubtsov during the round table “The role of the blog-sphere in shaping the field of information space of the region” held by newspaper Penzenskaya Pravda on Wednesday, November 14.

“I have figured a few key reasons as to why have a blog. They are availability for those who cannot freely communicate with the official of this level, reducing the time and other barriers for information consumers — the media and citizens, providing a splendid platform for discussions and brainstorming, self-development and short reminders on completed projects,” Viktor Rubtsov explained.

According to him, at first his Internet activities faced misunderstanding and negative attitude of his colleagues.

“Reading the blog, people should understand what the official does, what functions he performs, and if possible, help him. However, the Penza region residents are still quite passive Internet users,” the head of the department noticed.

Viktor Rubtsov added that blogs help to partially dispel the myth that people once receiving power, become bureaucrats and bribe-takers.

According to the participants of the round table, out of dozens of officials, having created their blogs and accounts on Twitter at the request of Governor Vasily Bochkarev, only a few continue updating them and become a source of operational information.
