According to the head of Penza Yuri Alpatov, the issue should be viewed not only in terms of traffic management, but also in terms of architectural and aesthetic components.

“Let us not forget that Moskovskaya St is a historic center of Penza, and it is questionable as to how the street will be changed by the undercrossing,” he pointed out at the meeting of the City Duma Committee on the urban regulation, land use and ownership on Thursday, November 15.

The Committee members supported the decision of Yury Alpatov to reconsider the feasibility of pedestrian undercrossing construction in the center of Penza, including the involvement of Penza residents.
