Penza, 29 January 2013. PenzaNews. Complete closure of the children’s homes is not possible yet in the Penza region. This was stated by the deputy of the State Duma Nikolai Makarov during a working visit to Penza orphanage No. 3 on Tuesday, January 29.
“Indeed, a large number of children is taken to families, but there are cases of return, so these special institutions for children should exist,” he said.
Duma deputy also noted that the Penza region looks very favorable in terms of finding foster families among some other regions of the Volga Federal District, in particular, the Samara, Nizhny Novgorod and Saratov regions.
“In the Penza region, we observe fewer orphanages and higher work efficiency, and there is positive experience implementing a number of regional programs,” Nikolai Makarov added.
