Regional authorities begin benchmarking in managing apartment blocks

Penza, 21 February 2013. PenzaNews. Housing and communal services of the Penza region begin the process of adapting the effective management of apartment buildings. This was announced by the Acting Head of the department Yuri Ilyin at a meeting with reporters, held at the press center of news agency PenzaNews on Thursday, February 21.

“I believe that only in the homeowners association the house is “under the microscope” of apartment owners. No other form gives the same effect. It is impossible, for example, to control financial flows in management companies, which are created in the areas of the region, although there are standards according to which the information on work of such organizations can be provided. In contrast to the management company in a partnership of owners they determine the primary costs and understand what their money has been spent on,” Yuri Ilyin said.

According to him, public education on the development of the homeowners association includes topical social advertising, as well as legal assistance to initiative and socially active groups of residents.

“This is so-called benchmarking, that is the process of comparing, understanding and adaptation of existing examples of effective functioning organizations,” Yuri Ilyin said.

Speaking about the forthcoming overhaul of apartment buildings, Yuri Ilyin noted that homeowner associations are one of the most convenient forms of interaction with the regional overhaul operator, as in this case the amount of work required is determined by the owners themselves, and “not by the impersonal management company.”
