Penza, 25 February 2013. PenzaNews. Problem house on Gogol Street in Penza, which was built as an apartment house on the territory intended for individual housing construction, has no communal services so far. This was reported by the first deputy head of administration of Penza Lyudmila Kipurova during a meeting with reporters on Monday, February 25. “Up to date, LLC “Real Estate Territory,” which constructed the building, does not even have a project as an apartment building, and without it, no electricity, gas, or water supply may be provided,” she said.

Lyudmila Kipurova added that the cost of the apartment building project amounts to around 1,5 million rubles.
She also recommended the citizens, when buying apartments in buildings under construction, to study the contract carefully before making any transaction.
“Blinded by the low cost per one square meter in a house nearly in the city center people give their money and do not even read the terms of the contract, which states directly that they own only an insignificant share of land allocated for individual housing,” Lyudmila Kipurova concluded.
