Penza, 15 March 2013. PenzaNews. State Traffic Police will not harass Penza drivers with constant alcohol tests. This was announced by the head of the traffic police department of the Ministry of Internal Affairs of Russia in the Penza region Sergey Buylov during a meeting with reporters at the press center of news agency PenzaNews on Friday, March 15.

“We have a fairly stable system of regular alcohol tests of drivers in all areas of the region and Penza. And we do not need starting this job again or increasing the scale, which is now actively discussed in Russian media at all levels,” Sergey Buylov pointed out.

As an example, he cited the situation in Zemetchinsky area where there were cases when during a single raid traffic police revealed up to 50–70 violations of this kind, which is significantly more than during checks in other areas in the Penza region.

“It can be explained by the fact that many residents work in Moscow. Coming home, they relax, drink alcohol, and drive. However, I should emphasize that preventive measures are bringing results — after the so-called “constant” testing the number of accidents in the area goes down,” Sergey Buylov explained.

According to him, in 2011, police detained 11,2 thousand drivers in various stages of intoxication, and in 2012 — 12,5 thousand people.

12% growth of registered cases shows, above all, the increase in discipline of traffic police officers, Sergei Buylov pointed.

“Our employees are less likely to respond to “the right to a telephone call” of presumptuous drivers, and with greater urgency prevent them from trying to avoid responsibility. The officers know that we are increasingly using disciplinary punishment, including dismissal,” the head of the traffic police department of the Ministry of Internal Affairs of Russia in the Penza region said.

Sergei Buylov added that the growth of registered cases is happening along with reduction of the number of traffic police staff by 270 people.

“The constant tests discussed among Penza drivers will be expanded this year only in the cities of the Penza region. We shall no longer have raids on Fridays, but focus on holidays and weekends,” Sergei Buylov summed up.
