According to the order of the head of the city department of education Yuri Golodyaev, a copy of which is available to news agency “PenzaNews,” school administration must take personal responsibility for the lives and health of students during the event, including the period of trips outside of Penza in the second half of the day, and organize duty watch out of the teachers and the members of the parent committee.

In addition, schools should be provided with medical workers and law enforcement officers during celebrations.
According to the order, the graduates, their parents and guests of the festival are not allowed drinking alcohol.

It is also expected that at night, the graduates must stay under the supervision of their teacher or a parent of the committee who is responsible for their life and health.
