Penza, 21 May 2013. PenzaNews. The department of construction and road infrastructure of the Penza region and SKM Group signed an additional agreement to the contract for the construction of a new building of the Philharmonic hall for 750 seats, according to which the general contractor is required to complete the work by 15 August 2013.

According to the document, a copy of which is available to news agency “PenzaNews,” the state contract was amended based on the decision of the Arbitration Court of the Penza region, after considering the claim of SKM Group against the department of construction and road infrastructure of the region.

“On 17 April 2013, in the court, the plaintiff upheld the claimed requirements, and requested to satisfy them in full. The representative of the defendant expressed no objection against the claims and explained that the delay in the transfer of remuneration for the work performed by the plaintiff was due to lack of funding. Also, the defendant’s representative explained that in accordance with applicable law, the contract cannot be amended as to the period of work by the will of the parties. Having examined the materials of the case and the explanation of representatives of the parties, the Arbitration court satisfied the plaintiff’s claims,” the text of the court decision reads.

The department of construction and road infrastructure of the Penza region and SKM Group signed the state contract for the construction of the regional philharmonic hall for 750 seats, located at the intersection of Suvorova St and Nekrasova St in Penza on January 17, 2011.

The contract price is 1,972,184 thousand rubles.
