After a report on the state of road safety presented by the head of the traffic police department of the Ministry of Internal Affairs in Penza Sergey Ovcharov, the deputy drew attention to the fact that the change of traffic lights operation mode in Arbekovo in spring 2013 became a total surprise for many residents and led to tragic consequences.

“For instance, on April 28 in 8 Marta St, the driver of Renault Symbol hit a third-year student of the nearby school who was hospitalized to the intensive care with a closed head injury, closed fracture of the cervical spine, and coma of the second stage. The injuries are quite serious. Who was supposed to inform the nearest schools — the Centre of Traffic Management of Penza, traffic police or the administration of the city?’ Yuri Zinoviev asked Sergei Ovcharov.

Having received no reply, the chairman of the standing committee of the City Duma demanded the heads of all the responsible services to show consciousness and do everything possible to prevent similar situations in the future.

“If a change is made in any street, the citizens must be immediately informed about it,” he stressed.
