Penza region to spend over 3 million rubles for photo and video equipment to record traffic violations

Penza, 18 June 2013. PenzaNews. The Department of construction and road facilities of the Penza region announced an e-tender for the supply of new equipment for photo and video recording of traffic violations on Tuesday, June 18.

According to the documents published on the official state procurement website, the initial (maximum) contract price is 3,179 thousand rubles.

The funds were allocated from the regional budget for the long-term target program “Improvement of road safety, development of road network and transport system of the Penza region in 2011–2014.”

The department is planning to purchase one video-recorder to register parking violations, which consists of a block with two cameras equipped with lenses for close ups and main takes, backlight module and touch screen, as well as the navigation unit and remote control, adjustable bracket to use in a vehicle, a memory card and stylus.

It is expected that the video-recorder will be compatible with “Parkon” systems, and will be able to register traffic violations in automatic mode, record the main scene and enlarged view of the license plates, as well as to bind the data to geographical location.

In addition, it is planned to purchase five mobile units for photo-recording of traffic violations, which can be installed on a stationary patrol car or post.

Each of them includes mobile equipment and transmitting station with a photo-radar, antenna module, and IR-illuminator.

According to the requirements of the customer, the unit should be capable of measuring speed and photographing vehicles within at least two lanes of traffic with an error of 1 km/h.

The device must transfer the data in the real-time operation mode to the laptop of the mobile post wirelessly at a distance of 1,5 km within direct visibility.

The tender is scheduled for July 15.
