Penza, 16 July 2013. PenzaNews. The governor of the Penza region Vasily Bochkarev instructed the representatives of the relevant departments to put all the reservoirs in the region on the record before the end of 2014.

“The Penza region has a large number of ownerless ponds, and every spring they become of great concern of the authorities and the population. In addition, registering a reservoir and attributing it to an owner will let the latter participate in federal and regional support programs,” Vasily Bochkarev said during a meeting on Monday, July 15.

The head of the region expressed the need to identify those responsible for each dam in all municipalities and to develop a step-by-step plan of action for elimination of ownerless dams over the next year and a half.

“This work is the obligation of the municipality, but the regional government is ready to assist in this matter. If the local authorities have no qualified specialists to fulfill my request, the municipalities need to attract professionals from outside and pay remuneration,” the governor concluded.

As the regional Minister of Forestry, Hunting and Nature of the Penza region Nikolai Argatkin told the governor, currently, there are 880 hydraulic structures in the Penza region, 271 of which are ownerless.
