According to the document, a copy of which is available to news agency “PenzaNews,” mentoring is intended to speed up the process of professional and psychological adaptation of civil servants to the conditions of work, as well as promote the development of highly qualified personnel.

It is assumed that mentoring will be applied to the civil servants under the age of 30, first appointed to the position and having no experience in the field.

In addition, those civil servants who are newly appointed to a higher or equivalent position that requires a broadening and deepening of professional knowledge will also work under mentors.

Mentors should be chosen no later than five working days from the date of appointment of a civil servant to the relevant position.

According to the document, mentors should be civil servants of corresponding structural units with at least 2 years of working experience in the field, high professional skills and credibility.
