Penza, 19 August 2013. PenzaNews. Experience of village Kolyshley in attracting administrative detainees to street cleaning may be applied in Penza. This opinion was expressed by the head of Penza Yuri Alpatov at a meeting of the Standing Committee of Penza City Duma on local issues, control over activities of agencies and local government on Monday, August 19.

“Knowing how much effort we put into keeping the city esthetically developed, it is a shame to see the ugliness in its streets. At the same time, we observe successful experience of village Kolyshley, where the one who is detained for a period of 15 days is sent in the streets with a broom. The result is clean streets. If they were able to do this, we can do the same as well,” he addressed to the deputies.
Yuri Alpatov also urged to conduct stricter control over the activities of those who sell meat, vegetables and other products in unauthorized places.
“I should note that I'm not talking about those who bring buckets of cucumbers to the market, and not about farmers who come to Penza from the areas of the region. I am referring to those who trade out of boxes and lay their products — tainted meat or vegetables — on paper. In the absence of special documents, such sellers should be detained. It is important to keep the record of such violators and, I assure you, after a while their number will reduce,” he stressed.
